GH₵1 fuel levy in full force today, July 16

The implementation of the revised Energy Sector Levy (Amendment) Act, 2025 (Act 1141), also known as “Dumsor” or fuel levy, officially takes effect today, Wednesday, July 16, 2025, according to the government.

The new levy structure, announced by the government and enforced by the Ghana Revenue Authority (GRA), follows a previous postponement intended to assess global market conditions and protect recent gains in domestic fuel prices.

The decision to proceed was made in consultation with the Ministries of Finance and Energy following a thorough review of current economic indicators.

According to the government, the timing aligns with broader efforts to stabilise the economy while addressing funding gaps in the energy sector.

The implementation of the amended Energy Sector Levy had been postponed twice by the John Mahama administration due to the need for stakeholder consultation and the impact of the recent Israel-Iran war on petroleum products in the country.

The amended law introduces increased rates under the Energy Sector Shortfall and Debt Repayment Levy (ESSDRL) for several petroleum products. These changes are designed to boost revenue for repaying legacy debts and supporting energy infrastructure.
