Ghana’s Finance Minister to present mid-year budget on July 24

Finance Minister, Dr. Cassiel Ato Forson, is scheduled to present the 2025 Mid-Year Budget Review to Parliament on Thursday, July 24, 2025.

Ahead of the half-year government estimates, Ghanaians are highly expectant and looking up to improved conditions by the Mahama-led administration.

Under Ghana’s Public Financial Management Act (2016), the finance minister must provide Parliament with an update on the first half of the fiscal year and outline the outlook and adjustments for the remaining six months.

The budget is expected to provide a detailed review of revenue, government spending, and debt servicing. The speech will likely propose amendments to current fiscal plans to align with ongoing economic trends.

Some policy areas economic watchers expect the budget to focus on include enhanced revenue mobilization via fuel levies, VAT reforms, and COVID-19 levy adjustments, as well as continued fiscal discipline and reinforcement of an International Monetary Fund (IMF)-backed economic program.

Dr. Ato Forson is expected to throw light on the progress on Mahama’s flagship initiatives, including the 24-hour economy, “Big Push” infrastructure projects, debt restructuring efforts, and others.

He is also expected to touch on key macroeconomic indicators. Latest data indicate growth in real GDP (5.3% in Q1), expanding non-oil GDP (6.8%), rising private sector credit, and a strong external position with a US$5.6 billion trade surplus and a US$3.4 billion current-account surplus.

The midyear budget presentation allows the government to adjust its fiscal course, signaling transparency and adaptability in economic management.

The budget review will be a key signal to investors, businesses, and multilateral partners such as the IMF and World Bank about Ghana’s ability to meet her fiscal commitments.
