Former Finance Minister and Member of Parliament (MP) for Karaga, Dr. Mohammed Amin Adam, has described the government’s 2026 Mid-Year Budget Review as “empty, hopeless, jobless and growthless,” arguing that it fails to provide a clear roadmap for job creation, economic expansion and poverty reduction.
Addressing a press conference after Finance Minister Dr. Cassiel Ato Forson presented the review to Parliament on Thursday, Dr. Amin Adam criticised the government’s economic strategy, insisting that the budget lacks concrete measures to stimulate growth, create sustainable employment and improve the livelihoods of Ghanaians.
Accrding to him, the review offers little hope for businesses and households grappling with economic challenges.
The former Finance Minister’s comments add to broader criticism from the Minority in Parliament, which has also labelled the 2026 Mid-Year Budget Review as lacking substance and practical solutions to Ghana’s economic concerns.
Earlier on, Minority Leader Alexander Afenyo-Markin argued that the review was “full of English with empty promises,” insisting that it failed to provide detailed explanations on government spending, policy implementation, and solutions to pressing issues confronting Ghanaians.
He questioned the government’s expenditure figures, called for greater transparency on payments made, and criticised the absence of major policy interventions for sectors such as cocoa. The Minority also maintained that the review did not offer the inspiration or accountability expected from a mid-year fiscal assessment.
Ahead of the budget presentation, the Minority had warned that it would oppose any request by the Finance Minister for additional funding, arguing that Parliament had already approved sufficient resources and that government should instead focus on paying contractors and delivering on flagship programmes.
