The Controller General & Accountant General’s Department (CAGD) said on Sunday it has processed and paid arrears in full for a total of 6,079 input forms of some 2025 promoted teachers submitted to them by the Ghana Education Service (GES), according to a statement.
The CAGD said it cannot be blamed for the delay in placing the promoted teachers onto their new salary levels, as they relied on input forms from the GES through the Human Resource Management Information System (HRMIS) to be fed onto the Integrated Personnel and Payroll Database (IPPD 2) managed by the CAGD.
The Accountant General stated it can process promotion-related salary adjustments only upon receipt of the necessary documentation from the GES.
“The Controller and Accountant General’s Department has taken note of recent statements from the teacher unions regarding alleged delays in placing promoted teachers on their appropriate salary scales. CAGD acknowledges the concerns raised by the unions and affected teachers. The Department assures the public, particularly teachers and all stakeholders in the education sector, that it remains committed to the timely and accurate payment of salaries and allowances due to public sectors, in accordance with approved procedures and applicable payroll controls,” read the statement.
“Under the established business process for promotions and upgrades, the employer is responsible for initiating and effecting promotions in the HRMIS. After doing so, the employer must submit the necessary documentation to CAGD for validation and payroll processing,” it added.
The CAGD further clarified that it can process promotion-related salary adjustments only upon receipt of the required documentation from the employer and that it cannot validate the promotion or upgrade for payroll processing if the required documents are not submitted to the Department.
It stated it remains available to engage constructively with the Education Ministry, GES, teacher unions, and all relevant stakeholders to ensure that any genuine payroll issues are promptly addressed in accordance with due process.
