Public sector workers in Ghana are set to receive a 9 percent pay rise in 2027 followed by a 10 percent across-the-board salary increase in 2028, according to an agreement reached between the government and organised labour on Wednesday.
The agreement jointly signed by the country’s Finance Minister and the Chief Executive Officer of the Fair Wages and Salaries Commission (FWSC) representing the government and representatives of organised labour said the upward adjustment comprises an 8-percentage-point increase in base pay and a 1-percentage-point allocation for conditions of service for next year.
Secretary-General of the Trades Union Congress (TUC), Joshua Ansah, told the media the 2027 adjustment comprises an 8 per cent increase in base pay, alongside an additional 1 per cent provision to address other conditions of service.
Ansah explained that the additional 1 percent provision in 2027 is intended to address existing inequalities in public sector allowances and improve fairness in remuneration.
“Beyond the percentage increases, fairness in the allowances remains a central concern. The additional one percent provision is intended to help address existing distortions and inequalities in conditions of service, with particular attention to protecting lower-paid and vulnerable workers,” he said.
Similarly, the government and organized labor have also agreed to a 10 percent across-the-board pay increase for 2028, effective January 1. The adjustment will be calculated based on the applicable wage bill as of December 31, 2027. Enditem
